Research on the Impact of Human capital on the Transformation and Upgrading of China’s Industrial Structure from the Perspective of Low Carbon Development

From the perspective of low-carbon, this paper analyzes impact human capital on transformation and upgrading China’s industrial structure. Firstly, it combs relevant literature, then theoretically mechanism structure, selects energy consumption data 30 provinces, autonomous regions, municipalities (excluding Tibet, Hong Kong, Macao, Taiwan) from 2006 to 2016 Human data, using panel analysis for empirical test. The results show that has a positive effect low-carbon but there are some differences in whole country different regions East, middle West. Finally, government, enterprises, schools individuals, puts forward countermeasures suggestions, such as responding economic economy policies, strengthening investment, accelerating cultivation talents.
